I am not aware of the nature of the letter from Governor Sir G. Des Voeux referred to in paragraph 19 of the General Officer Commanding's letter. If it contains any reference to the alleged Military Reserve at Syran or Lyemun, it is exactly the kind of document which I have hitherto in vain asked the General Officer Commanding to lay before my Government. This matter was referred to in paragraph 12 of my Despatch No. 489 of 28th November last.

Owing to my departure on leave on the 4th January and to the interruption caused by public holidays of 1st and 2nd idem, this Despatch has been drafted under pressure; nevertheless I considered that it was right to submit to you my views upon the remarks of the General Officer Commanding before I handed over the administration to him.
